OpenAI's recent actions don't seem to be consistent with a company that believes AGI is right around the corner.
If you think the singularity is happening in 6 to 24 months, you preserve brand prestige to draw a more sympathetic reaction from regulators and attract slash retain the best talent rather than getting into erotica for verified adults.
Instead, they're loosening guardrails in a way that will probably raise more revenues and might attract more capital or justify current valuations.
